摘要
土地流转是农户实现规模经营的重要途径,而现有土地流转支持政策能否基于农户的资源禀赋和经营行为来推进其有序流转就显得尤为重要。基于此,利用黑龙江、河南、四川、浙江4省1 040户粮食种植户2011-2015年的调查数据进行了实证分析,考察了农户土地禀赋、支持政策对土地经营规模扩大路径的影响。结果表明:(1)5年间有40.48%农户是持续扩大经营规模;(2)土地禀赋并不直接影响农户经营规模的扩大,但会影响农户经营规模扩大的速度,且与农户经营规模扩大速度呈稳健的正U型关系;(3)支持政策对农户经营规模扩大的影响为负,但其并不影响农户经营规模扩大速度;支持政策与土地禀赋的交互项表明,在有支持政策的条件下,土地禀赋将会阻碍农户经营规模的扩大。为此,未来要加快建立农业适度规模经营主体信息管理系统,调整和完善相关支持政策方式,增强中小规模农户持续经营能力。
Land circulation is an important way for farmers to realize scale management, and whether the existing land circulation support policy can promote orderly land circulation based on farmers’ resource endowment and management behavior is very important. Based on this, an empirical analysis was carried out using the survey data of 1 040 grain farmers in Heilongjiang, Henan, Sichuan and Zhejiang provinces from 2011 to 2015, and the effects of land endowment and supporting policies for farmers on the expansion path of land operation scale were investigated. The results showed that:(1) 40.48% of the farmers continued to expand their business scale in 5 years;(2) land endowment does not directly affect the expansion of farmers’ business scale, but will affect the expansion speed, and has a stable positive u-shaped relationship with the expansion speed.(3) the support policy has a negative impact on the expansion of farmers’ business scale, but it does not affect the expansion speed. The interaction between supporting policy and land endowment indicates that under the condition of supporting policy, land endowment will hinder the expansion of farmers’ operation scale. Therefore, in the future, we should speed up the establishment of an information management system for agricultural moderate scale operators, adjust and improve relevant policy support methods, and enhance the sustainable operation ability of small- and medium-sized farmers.
