摘要
深度贫困地区中的四川藏区与国家重点生态功能区在地理空间上全域重合,生态保护与脱贫攻坚两大任务同时并存,不仅面临着"自然条件差、经济基础弱、贫困程度深"等问题,还是长江及其主要干支流、黄河上游干支流的水源涵养区、西南原始林核心区和全国五大牧区之一川西北牧区。壤塘县,既是国家扶贫工作重点县,又是重点生态功能区县,还是大渡河源生态保护红线区。针对壤塘县人-地-资源环境特征,对壤塘县生态扶贫类型与运行特征进行梳理,对生态扶贫持续性进行系统反思,以期服务于壤塘类重点生态功能区的精准扶贫与乡村振兴。
The deep poverty area of Tibetan region in Sichuan and the national key ecological function zones are completely overlapped geospatially.Both ecological protection and poverty alleviation coexist in the region.The region faces series issues of harsh natural condition,weak economic development and deep poverty.It is the water conservation areas of upper reaches of Yangtze River and its main streams and tributaries,the upper reaches of Yellow River,the core area of the natural forest in Southwest China and the Northwest pastoral area of Sichuan(one of the five pastoral areas in China).Rangtan County integrates all the tasks of national poverty alleviation,key eco-functional districts and eco-protecting red line district at the Source of Dadu River.Based on the relationship between people,land and the resource environment of Rangtang County,this paper analyzes the main types of eco-oriented poverty alleviation and its operating characteristic,reflects systematic on its sustainability in the future.The aim of this paper is to serve for the targeted poverty alleviating strategy and the rural revitalization of Rangtang County.
