摘要
民众参与反腐在国家廉政建设中发挥着重要的作用。在世界上廉洁程度较高的国家,民众有效参与反腐是一种常态。改革开放40年来,中国民众参与反腐经历了"机会少、意愿强""机会少、意愿弱""机会中、意愿弱""机会中、意愿中"四种模式。未来应加强宣传鼓励民众以多种方式参与反腐败工作,完善举报制度,为民众创造更多参与反腐的机会,进一步提升反腐败工作的有效性,加强教育引导,降低民众对腐败的容忍度,从而推动民众参与反腐。
Public participation plays an important role in the process of combating corruption.In countries with high integrity,it is normal for the public to participate effectively in combating corruption.In the past 40 years of reform and opening-up,Chinese people’s participation in anti-corruption has experienced four modes:“less opportunities,stronger willingness”,“less opportunities,weaker willingness”,“medium opportunities,weaker willingness”,“medium opportunities and medium willingness”.In future,we should promote people’s participation in anti-corruption in the following aspects:strengthening propaganda and encouraging people to participate in anti-corruption in various ways;improving the reporting system to create more opportunities for people to participate in anti-corruption;enhancing the effectiveness of anti-corruption work;strengthening education and guidance to reduce people’s tolerance of corruption.
