摘要
列车运行图是铁路企业经营组织工作的基础,对铁路运营意义重大。针对目前铁路经营新形势下在列车运行图编制管理中存在的高速铁路运营技术标准不统一、编图系统智能化水平偏低、运行图编制发布制度不健全、没有专职编图管理机构等问题,结合目前我国列车运行图编制管理办法和现有技术装备水平,从列车运行图实施的实际效果出发,研究提出列车运行图编制管理优化对策,即:统一技术作业标准、提高编图系统智能化水平、规范列车运行图编制发布管理机制、成立专职编图管理机构,为铁路运输组织研究提供支撑。
Train working diagram is the foundation of railway enterprise operation and organization,which is of great significance to railway operation.In this paper,we analyze the existing problems in the compilation and management of train diagram under the new situation of railway operation,such as the inconsistency of technical standards for high-speed railway operation,the low level of intellectualization of compilation system,the imperfect system of compilation and publication of train diagram,and the absence of a full-time organization for compilation and management of train diagram,etc.Combining with the current management methods and the existing technical equipment level of train diagram compilation in China,proceeding from the actual effect of train diagram implementation,this paper puts forward some countermeasures for optimizing train diagram compilation and management,such as unified technical operation standards,improving the intelligent level of mapping system,standardizing the management mechanism of train diagram compilation and issuance,and establishing a full-time mapping management organization.It is an important reference for the development of railway transportation organization.
