摘要
铁路运输调度系统深入推进货运增量行动、客运提质计划和复兴号品牌战略重要举措,为调整运输结构、增加铁路运输量提供了强有力的运力支撑。从推动客货运输增量举措实施、提高调度精细化水平、加强组织均衡运输、推进运力结构优化、完善重点运输保障供给等方面,分析铁路运输调度高质量发展取得的成效,研究提出铁路运输调度高质量发展优化策略,即:做好路网能力统筹,强化运力供给保障;加大运输挖潜力度,强化调度指挥保障;坚持服务大局,强化重点运输保障;加强人员素质培训,强化队伍保障。
Railway transportation dispatching departments deepen the freight volume increase action,passenger transport quality improvement plan and Fuxing brand strategy,and they provide a strong support for adjusting transport structure and increasing railway transport volume.From the aspects of promoting the volume increase measures of passenger and freight transportation,improving the accuracy level of dispatching,strengthening the organization of balanced transportation,promoting the optimization of transport capacity structure and improving the supply of key transport guarantee,the paper analyzes the achievements of high-quality development of railway transport dispatching,and proposes an optimization strategy of high-quality development of railway transport dispatching,which is coordinating the capacity of railway network and strengthening the supply guarantee of transport capacity,tapping the potential of large-scale transportation,strengthening the dispatching command guarantee,insisting on serving the overall situation,strengthening the guarantee of key transportation,strengthening the training of personnel quality and strengthening the guarantee of talent team.
