摘要
公共体育设施建设是开展全民健身的必由之路,城市如何创设体育空间,体育又如何润饰城市,已成为公共体育设施规划的重要课题。运用文献资料、专家访谈等方法,就我国公共体育设施规划问题进行探讨,存在规划系统与体育系统标准衔接较差、非体育用地兼容体育设施难产、法规政策分散降低规划协调性、权责边界模糊削弱规划实施效力、配套规划空缺影响后续服务能力等问题,主要源于顶层设计缺陷、决策机制缺位、多方论证缺乏、经济利益驱使和部分标准滞后等原因。产生侵害公民健身权利、体育用地流失严重、引发不良价格竞争、设施使用价值难以发挥等负面影响,提出厘清城市总体规划与公共体育设施专项规划技术衔接、制定非体育用地兼容体育设施工作指引、借体育法修改契机完善公共体育设施规划政策、加强部门专项规划协调力度、细化体育场馆配套规划,配套商业用地,增强服务能力等建议。
The construction of public sports facilities is one way to develop national fitness,how the cities create sports space and how sports retouch cities have become topics that cannot be ignored in public sports facilities planning.Using literature review and expert interviews,we analyzed the planning of public sports facilities.The existing disadvantages included the planning system and sports system standards are poorly connected,non-sports land compatible with sports facilities dystocia,regulatory policies are dispersed to reduce planning coordination,fuzzy power and responsibility boundaries weaken the effectiveness of planning implementation,supporting planning vacancies affect follow-up service capabilities.The main problems arising from the above problems are the defects in top-level design,the lack of decision-making mechanisms,the lack of professional arguments,driven by economic benefits and lag of some standard con-tents.These problems lead to infringement of citizens'fitness rights,serious loss of sports land,initiating unhealthy price competition,using value of the facility is difficult to achieve.The study proposes that clarify the connection between urban master plan and public sports facilities special planning technology formulating guidelines for non-sports land compatible sports facilities,using sports law to modify opportunities,improving public sports facilities planning policies,strengthen departmental special planning coordination and refining the supporting plans for venues,supporting commercial land,enhancing service capabilities,etc.
