摘要
水资源承载能力评价主要评价当前社会经济结构、社会规模、经济总量是否满足水资源可持续开发利用和社会可持续发展。水资源承载能力监测与预警平台建设作为水资源承载能力评价的重要手段和工具被提上日程。随着水利部建立水资源承载能力监测预警机制试点工作的开展,太湖流域管理局本着地形地貌具有完整的流域概念、经济人口发展与流域平均水平相当等方面的原则,选择浙江省湖州市为试点开展水资源承载能力监测预警机制建设。文中通过对湖州市水资源承载监测现状分析,本着试点推广性的原则,提出了监测预警机制建设的建议和监测预警平台的设想。
The water resources carrying capacity status evaluation mainly consists of whether the current social economic structure, social scale or ecnomic aggregate can meet the requirement of water resources sustainable development and utilization or not. The establishment of water resources monitoring and warning platform is thought as an important tool for water resources carrying capacity evaluation. With the development of water resources bearing capacity monitoring and early warning mechanism pilot work, which organized by Ministry of Water Resources, the Taihu Lake Basin Authority following the principles that topography has a complete basic concept and the economic development level should be equivalent to the basic average level etc., the Huzhou City, Zhejiang Province is selected as a pilot test point to carry out water resources carrying capacity monitoring and early warning mechanism establishment. Based on the analysis of water resources monitoring status in Huzhou City and the principle of pilot extending, the suggestion of monitoring and early warning mechanism construction as well as the assumption of monitoring and early warning platform is put forward.
