摘要
[目的/意义]《公共图书馆法》于2018年1月1日开始实施。这是我国通过的第一部公共文化专门法律,具有里程碑的历史意义。本文按照时间脉络对《公共图书馆法》立法历程进行梳理,对立法从无到有进行系统化总结。[方法/过程]从五个阶段对其进行述略:酝酿准备阶段、研究起草阶段、调研修改阶段、公开征求意见阶段、审议通过阶段,列举并分析立法过程中的标志性事件,串联出整个立法进程。[结果/结论]《公共图书馆法》的制定历经多年,是社会各界专业人士共同努力的结果,其诞生顺应了时代的要求,并从理论、机构、业务等多个层面体现其专业性,是我国图书馆事业取得的里程碑式进步。
[Purpose/significance]“Public Library Law of the People’s Republic of China”(referred to as“Public Library Law”)was implemented on January 1,2018.This is the first public cultural law passed by China and is of historical significance.The article sorts out the legislative work of the“Public Library Law”chronologically,and summarizes its legislation from the scratch.[Method/process]This paper summarizes it from the stages of preparation,research drafting,research modification,public opinion solicitation,and review and approval.The landmark events in the legislative process are enumerated and analyzed to link the entire legislative process.[Result/conclusion]The formulation of the“Public Library Law”has been the result of the joint efforts of experts from all walks of life.Its birth conforms to the requirements of the times and reflects its professionalism from many aspects such as theory,organization and business.It is a milestone in the development of the library industry in China.
