摘要
本文首先介绍了浙江省财政库款管理的总体情况,结合国务院相关工作部署要求,对省厅强化市县库款管理约束的主要举措,以及舟山市提升库款管理效能的主要措施进行梳理,针所取得的经验和不足,并提出提升库款管理效能的核心思想应为"明确目标、突出重点、多管齐下、强化监测",以及具体措施与建议。
This paper first introduces the overall situation of fiscal treasury management in Zhejiang Province, combined with the relevant requirements of the Chinese State Council, sorts out the main measures of the provincial government to strengthen the management of the city and county, and to improve the management efficiency of the fiscal treasury in Zhoushan City. The core experience of improving the management efficiency of the treasury should to have a clear goals, highlight key points, operate multi-pronged and strengthen monitoring. In the end ,it gives some recommendations.
