摘要
以湖南省益阳市河坝镇政府创新乡镇流域管理模式实施"河长制"为例,探究其实施效用。分析了面临的问题:法制保障不足,"河长问责"制度尚不完善;缺乏河道治理保洁长效机制,各责任单位联动不足;公众参与和社会监督缺位,未能实现全民管水治水。提出建议:建立河长制工作考核奖罚制度,严格考核问责;提升动态监测监管水平,开展治理管护标准化建设;加强宣传引导,促进公众参与河长制工作。
This paper took the implementation of “The River ChiefSystem” as an example of the innovative township basin management model of Heba Town in Yiyang of Hunan, and explored its implementation effectiveness. Problems were identified involving in the lack of rules and regulations, the imperfection of the accountability system, the absence of the long term mechanism of treatment and cleaning, the weak cooperation among the responsible administrations, the shortage of public participation and social supervision. Therefore, countermeasures were put forward including establishing the accountability system for the river chief system, improving the dynamic monitoring and supervising ability, implementing standardized construction of river treatment, and strengthening propaganda to promote environmental awareness of the public to be involved in the river chief system.
