摘要
在面临以新兴科技为主导的新一轮全球产业分工和反思我国三十年城市化道路实践的背景下,肩负产业结构升级和供给侧结构性改革与新型城镇化双重任务,融合生产、生活、生态职能的特色小镇成为新一轮经济发展的机遇。广东省存在城乡建设模式粗放、城乡发展差距大、县域经济在全国竞争力不强、珠三角与粤东西北的区域发展失衡等问题,可以通过发展特色小镇完善城乡建设模式,统筹城乡协调发展,夯实城镇化发展基础,彰显城镇发展的岭南派特色。在阐述特色小镇助推产业升级机理的基础上,提出广东省特色小镇的培育路径:分类指导,多元发展;立足区位优势,确立发展重点;培育特色产业,形成持续动力;加强顶层设计,共襄区域发展;融入岭南文化,凸显小镇识别度。
In the context of a new round of global industrial division led by emerging science and technology and the practice of China's urbanization in the past 30 years,the characteristic towns that shoulder the dual tasks of industrial structure upgrading,supply-side structural reform and new-type urbanization and integrate the functions of production,life and ecology have become the development opportunities of a new round of economy.Guangdong's extensive urban-rural construction mode,large gap between urban and rural development,uncompetitive County economy at National,and regional development imbalance in the pearl river delta and the northwest of Guangdong,these problems can be improved through the development of characteristic towns,coordinating urban and rural development,tamping the foundation of urbanization development,and highlighting Lingnan characteristics of urban development.In this paper,on the basis of expounding the mechanism of promoting industrial upgrading in Characteristic Towns,this paper puts forward the breeding path of Characteristic Towns in Guangdong:classified guidance,diversified development;Based on location advantage,establish development focus;Cultivating characteristic industries and forming sustained impetus;Strengthen top-level design and promote regional development;Integrate Lingnan culture and highlight the identification degree of towns.
