摘要
以浙江省特色小镇为案例,探索信用赋能基层社会治理的实现路径。特色小镇信用治理面临传统手段具有行政惯性、信用数据跨部门和层级共享存在障碍、新型治理长效机制尚未有效建立等现实困境,基于浙江特色小镇信用治理中信息经济型、乡村旅游型、特种装备型和贸易融通型四种典型经验模式,提出以自治、智治和共治原则,根据创新创业、金融创新、旅游休闲、历史文化和对外贸易等不同特色小镇特征,实施差异化信用治理举措。
Taking characteristic towns in Zhejiang Province as examples,this paper explores the realization path of credit enabled grassroots social governance.The credit governance of characteristic towns is faced with practical difficulties such as the administrative inertia of traditional means,obstacles of credit data sharing across departments and levels,and new long-term governance mechanisms that have not yet been effectively established.Based on the four typical empirical models of information economy,rural tourism,special equipment and trade financing in the credit governance of characteristic towns in Zhejiang Province,this paper puts forward the principles of autonomy,intelligence and co-governance,and implement differentiated credit governance measures based on the characteristics of different characteristic towns such as innovation and entrepreneurship,financial innovation,tourism and leisure,history and culture,and foreign trade.
