摘要
在近三十多年里,招投标制度在工程建设领域发挥了重要作用,但也暴露了不少问题。作者将招标采购中出现的主要问题归纳为量身定做普遍、低价中标泛滥、监督监管失效三种并进行了阐释,然后结合自己多年的采购工作经验分析认为,其主要原因有项目信息公开度不够、市场主体身份不对等、评标方式比较片面和交易标的执行周期太长等四点,最后建议招投标朝着电子化、标准化、透明化、一体化和规范化方向发展。提出了推进招标信息集中、做好标的物资分类、尝试项目标包分解、抓紧平台集成联网以及加快修编法律制度等建议,并逐条阐述了这样做的好处,期望对招投标制度改革、系统平台建设有一定意义。
In last thirty years,the bidding system has played an important role in the field of Engineering construction,but also exposed a lot of problems.The author summarized the main problems of bidding procurement,and concluded that there are three major problems:serious tailor-made,low-priced bid,supervision failure and then explained.Based on the years of procurement work experience,the author holds that there are four main reasons:the bidding work is not too open,the main body of market is not equal,the bidding evaluation method is not too comprehensive,and the execution cycle of targets transaction is too long.Finally,the author suggests that the bidding work should be developed towards the direction of electronization,standardization,transparency,integration and normalization,and puts forward the suggestion of forwarding the information concentration and doing material classification,trying to do project breakdown,hurrying up for the platform integration and networking,speeding up the amendment of the laws and regulations,and described the benefits one by one,it will has a certain significance on bidding system reform and bidding system platform construction.
