摘要
南美是中国实施全面对外开放战略的重要支点,是"一带一路"建设的空间和战略延伸。南美地处南大西洋和南太平洋之间,扼控两洋海上交通航线,石油、粮食、矿产等资源丰富,是世界重要的能源和粮食生产基地,也是中国战略资源重要来源地。近年来,美国、欧盟、俄罗斯、日本等世界大国对南美的高度关切与介入,使得该地区地缘环境变得十分复杂。本文基于大国在南美地区的地缘影响现实,构建了地缘影响评价指标体系;并利用德尔菲法、层次分析法等对大国在南美地区的地缘政治、地缘经济、地缘文化、地缘军事以及综合地缘影响进行了评估与测算。
South America is an important fulcrum of China’s strategy of opening to the outside world. It is also an extended region of concern to "The Belt and Road Initiative?". South America is located between the South Atlantic Ocean and the South Pacific Ocean. It is rich in oil, grain and mineral resources. It is an important energy and grain production base in the world as well as an important source of strategic resources for China. In recent years,the United States, the European Union, Russia, Japan and other world powers are highly concerned and involved in South America, which makes the geographical environment of the region very complex. Based on the geopolitical relations reality in South American, an evaluation index system and mathematical model of geo-influence are constructed. Then on the basis of the evaluation index and model, it is evaluated and calculated that the great powers exert geopolitical, geo-economic, geo-cultural, geo-military and comprehensive influence on South America by Delphi method and Analytic Hierarchy Process.
