摘要
后冷战时代,克林顿和小布什对东南亚的外交政策既有相同点,也有不同点。相同点主要有:深受"威尔逊主义"的影响,在东南亚重点推行美国的价值观;加强美国与东南亚国家在经济和军事领域的合作。不同点主要体现在:实现在东南亚地区战略目标的手段不同;在东南亚地区推行美国价值观的方式与力度不一致;对待南海问题的态度不一样。国际、国内环境的变化和内阁成员的组成不同是克林顿和小布什政府对东南亚外交政策产生不同点的主要原因。
In the Post-Cold-War era,foreign policies between Bill Clinton and George W·Bush toward Southeast Asia had similarities and differences. The similarities were mainly reflected in the following aspects: first,both Clinton and Bush were deeply influenced by the"Wilson doctrine",focused on putting American values in Southeast Asia; second,both had strengthened economic and military cooperation between the United States and Southeast Asian countries. The differences were mainly reflected in the following aspects: first,the means to achieve the strategic goals in Southeast Asia between Clinton and Bush were different; second,the way and strength of the Clinton and Bush to promote American values in Southeast Asia were inconsistent; and third,the attitude towards the South China Sea were different. The changes in the International and domestic environment and the different composition of the cabinet were the main reasons for differences.
