摘要
采用融合变异系数-TOPSIS-速度特征的综合评价方法研究高新技术企业创新能力的动态演化过程,首先从客观角度运用变异系数法确定各指标权重,然后利用TOPSIS方法获得创新能力的静态评价结果。在此基础上,从变化速度特征视角出发,运用变化速度趋势修正变化速度状态,融合变化速度状态和趋势等特征构建变化速度综合效度评价模型,测度高新技术企业创新能力的变化速度发展态势。以北京2010—2016年已认证的高新技术企业为实证对象,从整体和分领域两个方面对北京高新技术企业创新能力进行动态综合评价,据此对北京高新技术企业创新能力做出基本判断。最后为提升北京高新技术企业创新能力提出对策建议。
In this paper,we use the comprehensive evaluation method of coefficient of variation-TOPSIS-velocity feature to study the dynamic evolution process of high-tech enterprise innovation capability.Firstly,from an objective perspective,we use the coefficient of variation method to determine the weight of each index.Secondly,we use the TOPSIS method to obtain the static evaluation results of innovation ability.On the basis of this,from the perspective of the characteristics of change speed,we modify the change speed state and change speed trend model,then we propose the dynamic comprehensive evaluation model to measure the innovation capability of high-tech enterprises.Besides,we take the high-tech enterprises that have been certified in Beijing from 2010 to 2016 as empirical objects,and carry out a dynamic comprehensive evaluation of the innovation ability of Beijing high-tech enterprises from both the overall and sub-field aspects.According to the evaluation results,we make basic judgments on the innovation capability of Beijing high-tech enterprises.Finally,we propose countermeasures to improve the innovation capability of Beijing high-tech enterprises.
