摘要
电力行业是我国首个纳入全国碳市场、需开展碳排放核算并参与履约及交易的重点行业。列举了目前电网企业的几种碳减排途径,包括电网内部减排、促进发电侧减排和用电侧减排,并指出内部减排潜力有限,通过电网促进资源利用最大化,实现推动社会能源结构的变革以及提升清洁能源使用率在碳减排方面的作用则更为明显。按照碳排放核算方法要求,指出了我国电网企业碳排放核算与配额分配可能存在的一些问题,其中通过对电网企业间接排放影响因素的分析,给出了碳排放核算中时间和空间匹配的优化建议;提出了基于线损率、电网排放因子、可再生能源消纳比例以及电网企业能效服务和需求侧管理绩效指标等因素的多种配额分配思路。
The power industry was China′s first key industry to be included in the national carbon market,to conduct carbon emissions accounting and to participate in compliance and trading.Listed several carbon emission reduction methods for power grid enterprises,including internal emission reduction in power grids,promotion of power generation side emission reduction and power consumption side emission reduction,and pointed out that internal emission reduction potential was limited,and the use of power grids to maximize resource utilization and promote social development.The role of energy structure change and the promotion of clean energy use in carbon reduction were even more pronounced.According to the requirements of carbon emission accounting methods,some problems that may exist in the carbon emission accounting and quota allocation of China′s power grid enterprises were pointed out.The optimization of time and space matching in carbon emission accounting was given through the analysis of the influencing factors of grid enterprises′indirect emissions.A variety of quota allocation ideas based on factors such as line loss rate,grid emission factor,renewable energy consumption ratio,and grid enterprise energy efficiency services and demand side management performance indicators were proposed.Under the background of the China carbon market launch,in accordance with the requirements for carbon quantification methods,pointed out some problems of the power grid enterprise carbon emissions quantification and quota allocation,and time and space matching optimization suggestion was given;based on the advanced experience of international and domestic pilot areas,and some kinds of quota allocation ideas were proposed,which were based on the factors of line loss rate,power grid emission factor,renewable energy absorption rate,energy efficiency service of power grid enterprises and performance indicators of demand side management.
