摘要
新公共管理理论自提出以来,就对韦伯的科层制进行了批判和反对,并予以了改进。纵观当前,我国高校的管理模式受到科层制的明显影响,呈现出管理体制"金字塔"、管理方法"准行政化"的特点,而高校这种传统的管理模式已经与时代的发展要求相脱节。基于新公共管理理论,从转变高校管理职能、简化高校管理权力的运行程序,多元化资本参与高校管理,促进高校提高管理效率和效益几个方面提出了我国高校管理模式改革的具体措施。
Since the new public management theory has been put forward,the criticism and opposition are made to against the Weber's section system,during which more improvement has been made.Currently,university management mode is remarkably influenced by the section system,with the features of“pyramid”management system and“quasi-administrative”management methods.However,this traditional university management has no longer kept pace with the development requirements of times.Based on the new public management theory,this paper analyzes the concrete measures of the reform of the management mode in colleges and universi ties,which is to change the management function of university,simplify the running procedure of management right,diversify the capital to participate in the management of university,and promote the higher management efficiency and benefit.
