人才竞争已经成为综合国力竞争的核心,谁能培养和吸引更多优秀人才,谁就能在竞争中占据优势。"综合国力的竞争说到底是人才的竞争,而从某种意义上讲,人才的竞争就是人才培养制度的竞争。科学、完备、高效的人才队伍建设体制机制,是塑造一流人才的重要保证,发挥着基础性、先导性、全局性的作用。
Whoever can cultivate and attract more outstanding talents will have an advantage in the competition."The competition of comprehensive national strength is the competition of talents in the final analysis,and in a sense,the competition of talents is the competition of talent training system.The scientific,complete and efficient system and mechanism for building a contingent of talented people is an important guarantee for shaping first-class talents and plays a fundamental,leading and overall role.Against the backdrop of the new situation,there are such problems as lagging talent concepts,imperfect incentive mechanisms,and unreasonable talent structure in the construction of university personnel in Hebei Province.It has become an important direction for the construction of talents in various universi ties.
