摘要
1992年,坦桑尼亚通过修改宪法和其他相关法律法规,使该国政党制度由一党政治向多党民主政治转变。经历20多年的发展,坦桑尼亚革命党在该国政坛维持了坦桑尼亚的政局稳定及其政府的权威性,具有一个政党主导国家权力、长期占据执政地位、稳定控制议会多数席位的"一党独大型"政治特征。这种政党政治模式的形成与坦桑尼亚独特的社会政治条件和历史文化传统密切相关。值得注意的是,从坦桑尼亚各党派在总统大选和国民议会选举角逐看,各政党力量对比也在发生渐变。这需要执政党与时俱进,加强党的建设,提高治国理政能力,以改善民生为着力点,促进国家政治稳定与经济、社会的可持续发展。
In July 1992,the system of political parties in Tanzania was transformed from one-party to multi-party democratic politics,through the amendment of“Constitution”,“Electoral Law”and“Political Party Law”.After more than 20 years of development,the Chama Cha Mapinduzi(CCM)has maintained the political stability of Tanzania and its authority over the government in the country.It has the political feature of predominant party system,which one party dominates the state power,occupies the ruling position for a long time,and maintains a stable control of the majority of seats in parliament.The formation of such a political model of party politics is closely related to Tanzanian unique social and political conditions and its historical and cultural traditions.In the meantime,the balance of power among political parties is also gradually changing indicated from the contrast between the political parties in Tanzania’s presidential and national parliamentary elections.This requires that the ruling party should keep pace with the times,strengthen party building,improve the ability of governing the country and governing politics,take the improvement of people’s livelihood as the focal point,and promote the political stability and economic and social development of the country.
