摘要 改革开放40年来,我国干部制度改革大致经历了改革起步、理性推进和全面深化三个历史阶段。总体而言,干部制度改革取得了以下主要成就:废除干部职务终身制;实行干部分级分类管理;建立推行公务员制度;开展竞争性选拔工作;建立领导干部"能上能下"机制。40年干部制度改革的实践探索为我们积累了宝贵的经验,主要是:坚持党管干部原则;严格干部选用标准;先试点、后推广、再完善;坚持公平竞争、民主法治原则;统筹兼顾,平衡各方利益。 Over the past 40 years of reform and opening up,the reform of cadre system in our country has roughly gone through three historical stages:the beginning of reform,rational promotion and comprehensive deepening.In general,the reform of the cadre system has achieved the following main achievements:abolishing the tenure system of cadres;implementing the cadre classification management;establishing and implementing the civil service system;carrying out competitive selection;and establishing a"promotion and demotion"mechanism for leading cadres.The practice and exploration of 40 years′cadre system reform has accumulated valuable basic experience for us,mainly as follows:adhering to the principle of placing cadres under party supervision;formulating strict criteria for selecting cadres;piloting,popularizing,and then perfecting these criteria;adhering to the principle of fair competition,democracy and the rule of law;balancing the interests of all parties with overall consideration.
