摘要
由于水库取水的特殊性,对水库的取水许可管理存在一些争议。通过对水库取水许可管理情况的调研,总结了流域机构和地方对水库取水许可管理的主要做法,分析了水库取水许可管理存在的主要问题,提出了进一步明确管理权限、完善相关法律法规、加快解决重复发证、坚持用途管制等建议。
Owing to the particularity of water abstraction from reservoirs,it raises some arguments in water abstraction permit management.Based on investigation on reservoirs management,the practices of river basin commissions and local governments for water abstraction permit management are summarized,with analysis of existed problems and suggestions of further specifying authorization of administration,perfection of rules and regulations,avoiding duplicated issuing of permits and stick to the principle of licensing based on purposes of water usage.
