摘要
结合黑龙江省开展农业水价综合改革实施的实际需求,本文阐述了灌区取用水管理范围划界与水权确权划界的总体技术路线,并描述了主要技术流程和划界成果内容,同时详细介绍了示范灌区的取用水管理范围与水权确权的实际划界案例。项目充分运用地理信息技术,采用内外业一体化技术手段,开展取用水管理范围划界工作,提高了划界工作的精准性和科学性。
Combined with the actual needs of the implementation of the comprehensive reform of agricultural water price,this paper expounds the overall technical route of the demarcation of the scope of water intake management and the demarcation of water rights in the irrigation area,describes the main technical process and the content of demarcation results,and introduces in detail the actual demarcation cases of the scope of water intake management and the confirmation of water rights in the demonstration irrigation area.The project makes full use of geographic information technology,implements internal and external integration technical means,carries out the demarcation of water intake management scope,and improves the accuracy and scientific of the demarcation work.
