摘要
我国"八七扶贫攻坚计划"确定的贫困县主要分布在西北、西南地区以及中部地区的高原和山区。这些贫困地区地少、缺水、交通落后、农业生产条件差;群众受教育程度低、思想观念落后;当地政府带领群众科技致富的能力弱、扶贫开发责任落实不到位。因此,要打赢扶贫攻坚战,必须加强贫困地区生态环境的基础设施建设,加大生态环境治理的力度;完善扶贫政策,为贫困地区和贫困人口脱贫提供制度保障;增加中央政府的扶贫投入,积极发展乡镇企业,全面改善贫困地区的生产生活条件;推进文教事业的发展,实现脱贫攻坚与生态文明建设"双赢"。
The poverty counties identified in China’s“Eight-seven Poverty Alleviation Plan”are mainly distributed in the plateau and mountainous areas of the northwest,southwest,and central regions.These poverty areas have few land,water shortage,backward transportation,and poor agricultural production conditions;the masses are poorly educated and their ideas are backward;the local government’s ability to lead the masses to become rich in a scientific and technological way is weak,and the responsibility for poverty alleviation and development is not in place.Therefore,in order to win the battle against poverty,it is necessary to strengthen the infra-structure construction of the ecological environment in poverty areas and increase the intensity of ecological environment management;improve the poverty alleviation policy,and provide policy guarantees for alleviation of poverty people in poverty areas;increase the central government’s investment in poverty alleviation,and actively develop town and village enterprises to comprehensively improve the production and living conditions in poverty areas;promote the development of cultural and educational causes,and achieve a“win-win”situation for poverty alleviation and ecological civilization construction.
