摘要
"一带一路"建设作为举世瞩目並影响世界格局和历史进程的国家重大发展战略,在推进实施的进程中需要做好包括医疗救援和医疗服务在内的全方位保障。这是一个前所未有的庞大的系统工程,有许多问题和困难需要研究解决,卫生系统和医疗机构责无旁贷。文章结合任务使命,着眼海上丝绸之路经济带建设,从战略思维和总体规划考虑,提出了"做好需求分析和顶层设计、做好点线面相结合的体系建设、做好陆海空相结合的机制建设、做好制式化相结合的装备建设、做好适应海洋环境的能力建设"的观点,为有针对性的解决"海上丝绸之路"医疗救援指明了方向,奠定了基础。
The“One Belt One Road(OBOR)”initiative is a major national development strategy that has attracted worldwide attention and will affect the changes of global pattern and historical process.During the promotion and implementation of this initiative,an overall guarantee mechanism including medical rescue and medical services is essential.As an unprecedentedly massive project,it is confronted with many challenges in its implementation,during which health care sectors and medical institutions are duty-bound.Based on the mission of the OBOR initiative and focusing on the construction of the Maritime Silk Road Economic Belt,this article points out that great efforts should be made in demand analysis and top-level design;comprehensive system construction;mechanism construction based on land,sea and air;provision of standardized equipment;and capacity-building adapting to marine environment.These proposals may lay a foundation for medical rescue along the"Maritime Silk Road".
