摘要
随着农业生产方式的改变,农药、化肥等生产要素的投入占比逐渐增加以及养殖业规模化发展,农业面源污染物的排放量不断增多,农业面源污染已成为中国"三河三湖"污染的重要污染源之一,严重威胁人民的饮水安全,也严重影响了农业的可持续发展。本文首先讨论了中国农业面源污染的主要成因及存在问题,并总结了欧盟、美国农业面源污染的控制和治理政策、技术措施及其成效,最后在借鉴其成功经验的基础上,结合中国实际情况,从建立健全相关政策法规、多渠道增加资金投入、加强农业面源污染防治技术体系建设3个方面提出中国控制和治理农业面源污染的政策建议。
With the change of agricultural production methods,the proportion of input factors such as pesticides and chemical fertilizers has gradually increased,and the large-scale development of aquaculture leads to the increasing discharge of agricultural non-point source pollutants.Agricultural non-point source pollution has become one of the pollution resources of“three rivers and three lakes”in China,and has threatened the drinking water safety and also seriously affected the sustainable development of agriculture.This paper first analyzes the main causes and problems of agricultural non-point source pollution in China,and then analyzes the main policies,technical measures and effects of agricultural non-point source pollution control and treatment in EU and US,and finally actively learns from foreign developed countries to control agricultural sources.On the basis of successful practices and experiences of pollution control,combined with the actual situation in China,we proposemeasures including the establishment and improvement of relevant policies and regulations,increased capital investment through multiple channels,strengthening the construction of agricultural non-point source pollution prevention and control technology system.
