摘要
伴随全球新一轮科技革命和产业变革的兴起,全球科技创新呈现出科技发展交互融合、创新要素内涵变化、新型研发模式与研发组织不断出现、创新活动由封闭迈向开放式创新与融合式创新、全球创新中心由传统的欧美中心向北美、东亚、欧盟加速转化等发展趋势。在全球竞争新态势和国内发展新环境的背景下,中国的创新驱动发展显现出创新驱动发展战略的企业主体地位日益凸显、大都市集群的创新效应逐渐显现、企业投资基础研究的意愿上升、协同创新模式更加多样化等特点。创新驱动发展战略是一项系统工程,必须通过深化科技体制改革、加快创新型人才队伍建设、强化创新的国际交流与合作等推动中国的创新型国家和世界科技强国建设。
With the rise of a new round of technological revolution and industrial transformation in the world,the global innovation of science and technology has presented the integration of scientific and technological development,the change of the connotation of in-novation elements,the continuous emergence of new research and development models and research and development organizations.The innovation activities have transferred from closed to open innovation and integration innovation,and the global innovation center has transformed from the traditional"European and American Center"to"North America,East Asia and the European Union".Under the background of the new situation of global competition and the new environment of domestic development,China′s innovation-driven de-velopment is characterized by the increasingly prominent status of enterprises as the main body of innovation-driven development strate-gy,the gradual emergence of innovation effects in metropolitan clusters,the rising willingness of enterprises to invest in basic research,and the diversification of collaborative innovation models.Innovation-driven development strategy is a systematic project.We must deepen the reform of the scientific and technological system,accelerate the construction of innovative talents,strengthen the interna-tional exchange and cooperation of innovation,and promote the construction of China′s innovative country and the world′s scientific and technological power.
