摘要
培训作为就业促进的重要方式,是一种重要的机会福利,只有从社会福利的角度分析才能更契合培训的实质。当前的农民工培训正面临着"多而无效"难题,通过引入社会政策的新视角,分别从福利供给者和行动者角度讨论国家、市场和社会三个主体在当前农民工培训政策中的角色与责任,可以较好地找寻出农民工培训政策失灵的结构性原因。对国内学界关于国家、市场与社会在农民工培训领域内角色与功能的研究进行综述,发现既有研究存在隔离式研究取向,仅侧重关注三者的某一面向,而对三者的合作研究关注相对不足。下一阶段的研究应更多从治理视角出发,从制度、行动两方面加强农民工培训主体间的关系研究,才能破解当前农民工培训"多而无效"的难题。
As an important chance of employment promotion,training is an important opportunity benefit.Only from the perspective of socialwelfare can we better match the essence of training.The current training of migrant workers is facing a“multiple but ineffective”problem.Through the introduction of a new perspective of social policy,the roles of the three main bodies of the state,market,and society in the current training policy for migrantworkers are discussed from the perspective of welfare providers and actors.We can better find out the structural reasons for the failure of the migrant workertraining policy.A review of domestic research on the role and function of the country,market,and society in the field of migrant worker training was conducted.It was found that existing studies have an isolated research orientation,focusing on one aspect of the three,and the research on the cooperation is relatively inadequate.Therefore,the next stage of research should be more started from the perspective of governance.We should strengthen the research on the relationship between the training subjects of migrant workers from the aspects of system and action.Only in this way can the current peasant-workers training be solved with“multiple but ineffective”problems.
