摘要
本文针对功能复合的城市区域,将传统的规划设计从空间形态向开发建设全过程延伸,提出空间、生态、经济等创新控制要素,并以开发建设导则为载体,从不同层面、不同维度和不同时序进行开发建设的控制,形成一套贯穿开发建设全过程的控制引导要素体系和"三级管理、三期控制、三维引导"的"3—3—3管控模式",作为开发建设的指引,为城市发展提供保障。
In view of multiple functional urban areas,this paper extends the traditional planning and design from the spatial form to the whole process of development and construction,proposes innovative control elements such as space,ecology and economy,considers controlling on development and construction from different levels,different dimensions and different sequence swith the development and construction guidelines as carriers,and is devoted to forming a set of control and guidance element system throughout the whole process of development and construction and a"3-3-3 management and control mode"featured by"three-grade management,three-phase control and three-dimensional guidance"as development and construction guidelines to provide a guarantee for urban development.
