摘要
改革开放四十年以来,中国制造业得到快速发展,经历了持续的转型升级历程。深圳作为中国先进制造业的典型,其转型升级的经验具有代表性。本文发现,技术创新是制造业转型升级的主要推动力。深圳市制造业表现为投资持续增长、规模与劳动生产率稳步提升、结构不断优化和技术创新能力不断增强的特征。文章通过对制造业转型升级的"深圳经验"——有效市场与有为政府相结合实现跨越式的转型升级、以技术创新推动制造业"软化"和形成"大小共存"的竞争有序产业组织结构的总结,指出了"高质量"和"包容性"制造的转型升级方向及关键产业。在此基础上提出应从完善技术创新政策、产业组织政策和补充性政策入手,促进技术创新,推动制造业转型升级。
In the past 40 years of reform and opening up,China's manufacturing industry has continued to develop rapidly and has undergone a continuous transformation and upgrading process.As a typical case of China's advanced manufacturing industry,Shenzhen's experience in transformation and upgrading is representative.This paper finds that technological innovation is the key force for the transformation and upgrading of the manufacturing industry.Shenzhen's manufacturing industry is characterized by continuous growth of investment,steady improvement of scale and labor productivity,continuous optimization of structure and sustained enhancement of technological innovation capabilities.By summarizing“Shenzhen's experience”,that is,combining the effective market with the government to realize leap-forward transformation and upgrading,promoting technological innovation to“soften”manufacturing industry,and forming a competitive and orderly industrial organization with“coexistence between big size and small size”,this paper points out the direction of transformation and upgrading of“high quality”and“inclusive”manufacturing and key industries.Based on above analysis,we propose that the policy of technological innovation,the policy of industrial organization and the policy of supplement should be improved to promote the technological innovation and the transformation and upgrading of the manufacturing industry.
