摘要
知识产权示范城市政策是知识产权战略实施的重要体现,为评估该项政策在环境治理中的政策效应,基于2005—2018年279个城市的面板数据,使用熵值法构建城市环境污染指数后通过连续双重差分方法探究两者因果关系;并结合倾向得分匹配、Sobel检验等方法进一步探索其作用机制。研究结果表明:(1)知识产权示范城市政策有效降低示范城市0.033个单位的环境污染指数,产生了积极的环境治理效应;(2)知识产权示范城市政策可通过绿色科技创新与产业结构调整两条路径缓解城市环境污染状况;(3)信息技术、人力资本以及财政实力水平影响知识产权示范城市政策效用,在低水平城市中难以发挥政策的环境治理效应,甚至可能产生负向作用。
In order to evaluate the policy effects of intellectual property pilot city policy on environmental governance,based on the data of 279cities from 2005to 2018,the entropy method was used to construct the urban environmental pollution index,and the causal mechanism was explored through the multi-phase difference in difference method.Finally,the mechanism of effect was further explored through the combination of propensity score matching and Sobel test.The results show that:(1)the intellectual property pilot city policy effectively reduces the environmental pollution degree of the pilot city and produces positive environmental governance effect;(2)Green technology innovation and industrial structure adjustment are the mechanism path of intellectual property pilot city policy to alleviate environmental pollution;(3)The information technology,human capital and financial strength of cities are the characteristic factors that affect the effectiveness of policy.Besides,it is difficult to play the environmental governance effect of intellectual property pilot city policy in low-level cities,and even produce negative effects.
