摘要
和田地区地处昆仑山北麓,塔克拉玛干沙漠西南部,是典型的内流河区域,水利资源缺乏。民国以来,和田地区发生了很多因各种原因引起的水利纠纷,水利纠纷为何产生,当局政府如何处理水利纠纷是研究新疆水利纠纷问题的主要着重点。本文通过对人文、社会、自然环境等因素探寻民国时期引起和田水利纠纷发生的原因,以及民国时期和田政府解决水利纠纷的渠道及途径,为现今解决水利纠纷问题提供借鉴。
Hotan area is located in the north of Kunlun Mountains,southwest of the Taklamakan Desert.It is a typical inland river area and lacks water resources.Since the Republic of China,there have been a lot of water disputes in Hetian area caused by various reasons.Why did the water controversy arise?How does the authorities deal with water controversies?It is the main focus of the research on water controversies in Xinjiang.This article explores the causes of Hetian water controversy during the Republic of China through human,social,and natural environment,and the channels and channels for the Hetian government to resolve water disputes during the Republic of China,and provides references for the current solution to water controversies.
