摘要
重点实验室是高校组织高水平基础研究和应用基础研究、聚集和培养优秀科学家、开展学术交流的重要基地,也是体现一所高校的教学科研水平、展示其办学实力的重要标志。"十三五"期间,高校要按照"优化布局、促进融合、提升能力"的原则,面向科学发展前沿,努力发挥高校重点实验室在基础应用研究领域的引领作用,服务好高校教师和研究生的科研工作。高校要按照"十三五"期间国家科技体制改革和教育部打造"升级版"重点研究平台的新要求,及时制定出科学严谨的重点实验室改革目标,同时按照改革目标提出切实可行的改革创新指导思想,牢牢抓住改革中的关键问题,提出符合高校自身特色的具体改革方案,进而巩固和加强高校重点实验室的建设。
The key laboratory is an important base for high level basic research and applied basic research,aggregation and training of excellent scientists.Furthermore,the key laboratory is a base for academic exchanges.It is also an important symbol to embody the teaching and research level of a higher education institution as well as showing its running power.In the 13th Five-Year plan period,universities should follow the principle of"optimizing layout,promoting integration and enhancing ability".Facing on the frontier of scientific development,universities should exert the leading role of key laboratories in the field of basic application research,and require them to serve the scientific research work for colleges teachers and postgraduates.Universities should be in accordance with the new requirements by national science and technology system reform and the Ministry of Education to create"upgraded version"platform in the 13th Five-Year plan period.At the same time,according to the reform objectives,the paper puts forward the guiding ideology of reform and innovation,then grasps the key problems in the reform.Moreover,the paper puts forward the concrete reform plan which accords with the university’s own characteristic,and then consolidates and strengthens the university key laboratory construction.
