摘要
合理配置医疗设施是城市规划的重要组成部分,也是全面建成小康社会的重要保障。该文以天津市中心城区的综合医院为研究对象,以中心城区所辖各区的街道为分析单元,利用GIS技术和ArcGIS软件,采用两步移动搜索法,分析了综合医院的空间分布特征;从空间布局和服务均衡性的角度,对《天津市医疗卫生服务体系建设规划(2015-2020)》进行了分析与评价,在此基础上,分析了综合医院的空间可达性并提出了天津市中心城区综合医院布局存在的问题;基于与天津市医疗卫生机构布局规划目标的比较,考虑京津冀地区协同规划并借鉴发达地区的成功经验,提出了天津市医疗卫生机构规划优化的对策建议。
The rational allocation of medical facilities is an important part of urban planning.Meanwhile,it is also an important guarantee to build a moderately prosperous society in all aspects.This paper takes general hospitals in the central city districts of Tianjin as an object of study,and chooses the subdistricts within the central city district as analysis units.Based on the geographic information system(GIS)technique and the ArcGIS software,the two-step floating catchment area(FCA)method is used to analyze the spatial distribution characteristics of general hospitals.In particular,a comparative study is conducted to analyze and evaluate the"Tianjin Medical Health Organization Layout Plan(2015-2020)"from the perspective of spatial layout and service balance.On this basis,it analyzes the spatial accessibility of general hospitals and points out problems of the layout of general hospitals.Considering the goals of allocation plan of the Tianjin medical and health institutions(TMHI),the authors put forward suggestions for optimizing the TMHI,integrating the collaborative planning of the Beijing,Tianjin and Hebei Province with the successful experiences in the world.These findings provide guidance for the revision and improvement of the local planning as well as the optimization of the layout of urban medical and health institutions in China.
