计及电力安全事故风险的输电网可靠性评估 被引量:13

摘要 《电力安全事故应急处置和调查处理条例》(599号令)的实施对电力系统可靠性的要求更加严格。本文提出一种计及电力安全事故风险的输电网可靠性评估方法,从网架拓扑结构入手,考虑电磁环网对输电网可靠性的影响,将变电站划分为多种供电模式,针对不同供电模式提出相应的预想故障集选择方法。考虑负荷分布对事故风险的影响,提出不同行政区域内减供负荷分配方法。根据电力安全事故评价体系,建立事故等级评估模型,并设计事故风险评估程序算法。最后,仿真计算实际电网的电力安全事故风险,评估结果可有效识别网架的薄弱环节,能为系统规划和运行提供辅助决策支持。 The implementation of Regulation on the Emergency Response to and Investigation and Handling of Electric Power Safety Accidents(Order No.599)poses stricter requirements for the reliability of power system.In this paper,a reliability evaluation method for power transmission network is proposed considering the risk of electric power safety accidents.Based on the network topology and with the consideration of the influences of electromagnetic loop onthe reliability of power transmission network,the substations are classified into different power supply modes,according to which the corresponding fault set selection methods are proposed.Considering the influence of load distribution on the accident risk,a load-reduction distribution model for different administrative regions is built.According to the evaluation system of electric power safety accidents,an evaluation model of accident levelsis built,and an algorithm for evaluating accident risk is designed.At last,the risk ofelectric power safety accidents in anactual power grid is simulated.The evaluation result can effectively identify the weakness of the network,which can provide auxiliary support for the decision-making insystem planning and operation.
