摘要 关键节点是人类迈向深蓝的重要依托,本文首先探析"21世纪海上丝绸之路"关键节点的功能及建设难点,紧紧围绕其关键节点的能源困境,论述海洋新能源在关键节点建设中的优势;详述当前新能源研究的难点:原始海洋数据的获取、岛礁海洋新能源评价体系的建立、资源的短期预报和中长期预测模型的建立、海洋新能源大数据建设,并提供应对措施,有效保障海浪发电、海上风电、海水淡化等新能源工程的选址、业务化运行和中长期规划。为各国参与"21世纪海上丝绸之路"建设的决策人员、科研人员、工程人员提供决策支持,为我国在海洋新能源评估领域赢得国际话语权,将国家倡议落到实处,切实呼应党中央提出的加强"一带一路"学术研究、理论支撑、话语体系的建设要求。 Key junctions are pivots for the human beings to step into the deep sea.In the study,functions of key junctions as well as obstacles in the construction of the 21st Century Maritime Silk Road are discussed.Then the difficulties of key junctions based on the remote island are exhibited.According to the urgent demand of electricity and fresh water of the remote island and reef,advantages of the marine new energy are analyzed.Then this study elaborates on difficulties of researches related to marine new energy:acquisition of raw data,establishment of the evaluation system on marine new energy of the remote island and reef,establishment of short-term forecasting and mid-long term prediction model of marine new energy,and construction of big data on marine new energy.In this way,scientific reference could be provided for the site selection,daily operation and long-term planning of energy development.Hoping that the aforementioned efforts could make positive contribution to gaining international power of discourse in the marine new energy evaluation and providing decision support for decision makers,researchers and engineers.
