摘要
美国特朗普政府上台后,中美关系发展的不确定性因素增多,双边经贸关系更为复杂多变。本文通过梳理中美经贸发展的历史和现状,认为中美经贸关系具有合作与冲突"双升级"的新特点。在合作方面,中美经贸合作程度更加深入,合作领域更加宽广,合作模式更加机制化。在冲突方面,双边投资限制增多,贸易摩擦持续升级。究其原因,一是特朗普政府实行交易型外交,主动制造贸易摩擦,以及受冷战思维影响,视中国为威胁。另一方面,更深层原因是美国为维护霸权而做出"损人利己"的行为。中国崛起也挑战了美国在国际规制上的主导地位。为促进中美经贸关系的良性发展,在战略上,中美应该着重在国际机制和经贸规则等领域深化合作;在战术上,中美要逐步调整贸易结构,平衡顺差,缓和贸易冲突,提高开放水平,扩大经贸合作领域,通过强化沟通,消弭误解,共享成果,促进中美关系健康发展。
The China-U.S.relationship has been through more uncertainties,especially in economy and trade areas,ever since the U.S.President Trump took office.By examining the history and the current status of China-U.S.economic relationship,this essay finds out that there are phenomena of“upgrade”in both cooperation and conflict.With the China-U.S.economic cooperation getting deeper,its range and pattern are wider and more institutionalized.Whereas in the aspect of conflict,there has been more limitation of bilateral investment,and the trade friction has also been exacerbating.A few reasons should be mentioned.First,the Trump government is implementing its diplomacy with the“commercial and trade”priorities and the Cold War mentality,which leads to its hostility against China and more trade conflicts.Second,the rise of China is challenging the U.S.hegemony and the international institutionalization designed according to American interests,resulting in the U.S.to maintain its domination status by neglecting other countries’interests.In order to maintain a mutually beneficial economic relationship,both China and the U.S.should improve their cooperation within the international institutions,abide by economic and trade rules and so forth.When considering the specific issues,China and U.S.should gradually adjust the structuring of bilateral trade,rebalance the trade surplus,alleviate trade conflict,raise the level of market opening,and widen economic cooperation.In particular with the BRI,China and the U.S.should strengthen communication,avoid misunderstanding,and share better development for a constructive and healthy China-U.S.relationship.
