摘要
水文监测设施是水文测报工作的基础和保障,近年来,随着国民经济快速发展以及沿黄各省市地方城乡建设规模迅速扩大,江河湖泊水文设施及监测环境受到较大影响,有的水文站测验设施损坏严重,这不仅严重扰乱了水文工作的正常秩序,而且严重影响了防汛抗旱工作的顺利开展。《中华人民共和国水文条例》颁布实施后,水文合法权益受到法律的保护,但随着城乡建设、交通建设和水利工程建设规模的扩大,水文设施及监测环境保护执法的形式严峻,本文就江河湖泊的水文设施及监测环境保护现状进行分析,并提出解决措施。
hydrology monitoring facilities is the basis of the hydrological telemetry work and the safeguard,in recent years,with the rapid development of national economy and along the yellow place of provinces and cities,urban and rural construction scale expands rapidly,rivers and lakes hydrological facilities and monitoring environment affected by large,some hydrological station test facility was badly damaged,which not only seriously disrupted the normal order of the hydrological work,and the serious influence the flood control and drought relief work carried out smoothly.The hydrology of the People's Republic of China regulations enacted after the hydrology and the legitimate rights and interests are protected by law,but as the urban and rural construction,transportation,construction and water conservancy project construction scale expanding,hydrological facilities and monitoring of environmental protection law enforcement in the form of a severe,in this paper,the hydrological facilities and monitoring of rivers and lakes,analyzing the present situation and problems of environmental protection measures are presented.
