摘要
阐述水文监测工作的意义,从水文监测工作的构成、质量管理与控制体系、质控体系运行三个方面分析水文监测质量的管理与控制体系。指出在制度建设、人员素质、基础设施等方面存在的问题和不足,并有针对性地给出提高水文监测工作质量的建议与措施。
This paper elaborated the significance of hydrological monitoring, and analyzed the management and control of hydrologic monitoring quality from the three aspects of the composition of hydrological monitoring, quality management and control system and the running of the system. Problems and deficiency in the system construction, personnel quality, infrastructure and other aspects were pointed out, and some suggestions and measures for improving the quality of hydrological monitoring work were given.
