摘要
上海市某郊区公立中医医院在改革政府投入方式的过程中,出现了一些问题:医院财政补助总量增加,但工作效率及运行效率仍不高,业务收支仍以药品收支为主,控费效果不明显,中医药特色不突出,发展能力有限。对此,应完善基于绩效考核的公立中医医院财政投入政策,并完善相应的配套政策,促进公立中医院的发展。
In the process of reform of government investment in public Traditional Chinese Medicine Hospital in Shanghai city,some problems have emerged,including low working and operation efficiency with increased the total amount of financial subsidy in hospital,drug income as main component of business income and expenditure,obsolete control fee effect,and not prominent Chinese medicine characteristics.Therefore,it is necessary to perfect the financial investment policy of public TCM hospitals based on performance appraisal,and improve the corresponding supporting policies to promote the development of public Traditional Chinese Medicine hospitals.
