摘要
随着"互联网+"时代的到来,现代网络信息技术在招标投标行业中得到了快速的发展和应用,电子招投标应运而生。电子招投标是以网络信息技术为支撑进行招投标业务的协同作业模式,实现了从招标资料备案到合同签订的全流程电子化运行,集交易管理、反腐倡廉、公共服务、监督管理于一体,有效地推进了招标投标交易、管理、服务的提质增效;网络的实时性和开放性节约了大量的时间和经济成本,打破了传统意义上的地域差别和时空限制;及时地沟通了信息,增强了招投标过程的透明度,加快了招投标活动的整体进程,也最大程度地确保了招投标活动的客观性和全面性,为创新投标文件的形成机制提供了现实可行性,对增加招标投标的公正性、标准性和规范性深有裨益。
