摘要
妥善安置水库移民与建设征地农民的生产和生活,不仅关系到水利水电工程项目建设和城镇化进程,更直接关系到社会稳定与经济发展。为了做好水库移民和建设征地农民补偿安置工作,国家制定了一系列补偿安置政策,有力地推动了水利水电事业和城镇化的快速发展。纵观水库移民与建设征地农民补偿安置政策的演变,虽有较多共性,但也存在差异。在总结梳理了水库移民与建设征地农民补偿安置政策的基础上,从补偿安置主体、补偿安置内容、补偿安置方式、补偿安置资金等方面,深入分析了水库移民和建设征地农民补偿安置政策的异同,并提出了水库移民与建设征地农民补偿安置政策需要相互借鉴,不断发展完善等建议。
Reservoir resettlement and land-expropriated farmer due to construction should be properly settled in terms of their production and living conditions,it is not only related to the hydraulic and engineering project construction and urbanization progress,but directly related to social stabilization and economic development.In order to implement the compensation policies well,the government formulated a series of compensation and settlement policies,which speed up the development of the industry and urbanization progress.Taking a holistic view on the evolution of these policies,they share many similarities,yet differences exist.Based on the concluded relevant polices,further analysis is made on the similarities and differences in terms of compensation subject,content,methods,and resettlement fund.Suggestions are put forward such as sharing experiences when formulating policies and the policies needing continuous improvements.
