摘要
水库移民后期扶持是为解决水库移民遗留问题而采取的一项特殊政策。我国虽已初步建立起由法律、行政法规、部门规章、地方性法规和规章组成的移民政策体系,但还存在着专门法律缺位、立法层次不高、配套措施滞后、行政色彩较浓、稳定性较差等问题。要构建完善的后期扶持政策体系,应当从制定新法、清理旧法、强化程序、增强操作、健全机构、构建监测机制等方面着手。
Reservoir resettlement later-stage supporting is a special policy that is adopted to solve the remaining issues of reservoir resettlement.Our country has initially established resettlement policy system that made up of the laws,administrative laws and regulations,local rules and regulations;however,there are still some problems,such as a lack of special laws,low legislative level,the lagging supporting measures,broad administrative intervention and poor stability.In order to build an improved later-stage supporting policy system,we should set about enacting new law,reinforcing programs,enhancing operation,strengthening institutions, constructing monitoring mechanism and so on.
