摘要 在绿色经济席卷全球和中国经济转型的背景下,基于SBM-DEA三阶段方法,评估中国省级区域的工业绿色创新效率,比较分析中国省级区域工业绿色创新效率的现状。结果表明:中国的工业绿色创新效率整体偏低、差距大,总体呈现东高中低;当前的产业结构和经济发展水平阻碍了工业绿色创新效率的提高;环保规制强度和教育环境虽未能有效发挥其对工业绿色创新效率的促进作用,但教育环境的整体表现要好于环保规制强度。因此,促进经济转型和产业结构优化升级,建立绿色创新的软环境,推进市场化改革能够有效提高中国工业绿色创新效率。 With the green economy sweeping the world and China’s economic transformation,based on the SBM-DEA three-stage method,the paper empirically evaluates the provincial industrial green innovation efficiency of China,and analyzes the present situation.The results show that:China’s industrial green innovation efficiency is overall low,and differs in different regions,more concretely,is high in the East and low in the West.The current industrial structure and the level of economic development hinder the improvement of industrial green innovation efficiency.Although the intensity of environmental protection regulation and education can not effectively play their role in promoting the efficiency of industrial green innovation,the overall performance of the education is better than the intensity of environmental protection regulation.Therefore,the promotion of economic restructuring and upgrading of industrial structure,the establishment of a soft environment of green innovation and the promotion of market-oriented reform can effectively improve China’s industrial green innovation efficiency.
