摘要
采用改进的SBM-DEA四阶段方法评估我国29个省(区、市)2006—2012年的工业企业绿色创新效率;同时,对山西省的评估结果进行分析。研究发现:虽然山西省工业企业绿色创新效率不高,但创新环境的改善速度高于全国和中部地区的平均水平;经济稳步上升、地方政府对环境保护支持力度大幅增强、产业结构改善、能源资源开发速度降低是山西省创新环境改善的根本原因;煤炭行业的发展与产业结构的优化存在负相关关系。
In order to consider the influence of exogenous environmental variables and the slack variables, this paper uses the correctional four - stage DEA method issued from the combination of traditional four - stage DEA method and Slack - Based Measure (SBM) model to measure the green innovation efficiency of industrial enterprises in 29 provinces of China from year 2006 to 2012 The results of Shanxi province are analyzed emphatically. The results show that Shanxi' s green in- novation efficiency is not high, but the innovation environment of Shanxi are improved visibly, whicti makes the innovation efficiency gradually increase in the 7 years. The results also show that there is a negative correlation between the develop- ment of coal industry and the optimization of industry structure.
