摘要
随着新型城镇化的深入推进,发展中小城镇成为我国优化城镇化、协调城镇群的重要举措。回顾城镇化发展历程,我国并未探索出低成本、高品质的发展路径。宜兰县是台湾存量化发展的典范,采取低成本发展模式,实现了农业镇到科技观光城镇的转型。文章梳理了宜兰县的发展历程,分析其阶段特征、发展理念、发展路径与运作机制等内容,总结宜兰县存量发展三阶段的经验,并提出小城镇存量化发展"三步走"战略,以期丰富我国小城镇发展路径。
With the development of new urbanization,small and medium town construction has become an important measure to optimize urbanization and coordinate urban agglomeration.Reviewing the process of urbanization,China has not explored inexpensive and high-quality development path.Yilan is a model of inventory development in Taiwan,which takes inexpensive development model and transforms the agricultural town into science and technology tourism town.The paper combs its development process and analyzes its characteristics,development concept,development path,operation mechanism and so on,then summarizes the three-stage experience of the development of Yilan.Finally,puts forward“three-step”strategy of small town development in order to enrich the development path of small towns in China.
