摘要
近年来,美国公众参与城市规划的理论与实践都已趋于成熟。在美国,公众参与小城镇的规划设计全过程已经成为小城镇规划的基本模式。本文深入分析了美国小城镇总体规划编制过程中公众参与的理论与实践、组织特点、组织程序和实施效果,并以德州丹顿(Denton)2030总规为例,从参与主体、组织形式、实施过程及内容、反馈机制和实施效果等方面分析其规划编制过程中公众参与的组织,在此基础上,对我国小城镇规划提出建议与启示。
In recent years, the theory and practice of public participation in urban planning in American are mature. In the United States, public participation is an important process of government decision- making, and is throughout the course of urban planning, especially in small towns. Residents participating in the planning of small towns has become the basic model of small town planning in American. This paper analyzes the public participation in the process of the overall planning of small towns, in terms of its organization characteristic, theory and practice, organizational processes and implementation effect. It takes the Denton Plan 2030 as the case, analyzing the organization experience of public participation in the process of planning compilation, and draws suggestions and enlightenments to small town planning in China.
