摘要
埃莉诺·奥斯特罗姆的自主治理理论为共享单车治理提供了政府方案和市场方案之外的第三条路径。本文以自主治理理论为分析方法,针对共享单车乱象以及现有治理困局,通过公共资源困境的三种经典模型对共享单车自主治理面临的现实困境进行探讨,利用公共资源自主治理必须解决的三大难题倒推共享单车自治困境产生的根源,提出了实现共享单车自主治理需培养用户群体意识以构建自治体系,帮助用户形成内在激励以树立共护意识,为保证相互监督打通信息渠道,促进共享单车可持续使用的解决方案。
Self-governance theory,which was proposed by Elinor Ostrom,has provided a third option of the governance of bicycle sharing besides government and market schemes.Based on self-governance theory,this paper,in view of the chaos for bicycle sharing and the existing governance dilemma,uses the three classic models of public resource dilemma,discusses the realistic dilemma that autonomous governance of bicycle sharing is confronted with.The causes for the dilemma could be found out from the three problems to be solved for the sel-governance of public resources.It proposes that there is need to cultivate users' collective awareness in order to create self-governance system,help them to form the inner incentive to establish a common sense of protection,open the information channel to ensure mutual supervision between users and promote the sustainable use of bicycle sharing.
