摘要
长期以来,埃莉诺·奥斯特罗姆以案例分析方法关注公共池资源的利用与开发,为国际公共治理理论寻找到了"第三只看不见的手",从而为求解公共事务治理中困扰人们千年的"搭便车"行为找到了有效途径;并通过案例分析,成功创立了在学术界得以广泛采用的制度分析框架。总结埃莉诺.奥斯特罗姆的学术成果,简要分析其学术贡献与实践意义,探讨其公共治理思想,对我国公共池资源开发利用具有指导意义。
For a long time, Elinor Ostrom has paid more attention to the utilization and development of the common pool resources with case studies, what she has done helped to find the ＂third invisible hand＂ for international public governance theories, so that the effective approach has been found to solve the ＂free rider＂ problem which puzzles people for thousands of years in public governance. Through case studies, she has successfully established the framework to analyze institutions, which has been widely adopted in the academia. To summarize Elinor Ostrom＇ s academic achievements, analyze her academic contributions and practical signification and explore her ideology of public governance have great significance in guiding the development and utilization of China＇ s common pool resources.
