南通地处东海之滨、长江口北翼,与上海隔江相望,是大上海都市圈北翼中心城市。新的南通发展定位和空间及交通战略应积极响应党的十九大提出的建设交通强国目标,以"一带一路"、"长江经济带"和新型城镇化等国家战略为指导,以国际视野,积极谋划和争取将南通规划建设为长三角北翼海陆空"三港合一"的国家综合交通枢纽城市,担当起长三角北翼经济中心、现代化港口城市的使命和重任。
